£103,852 - £115,829 per annum

Location: The City and County of Swansea
 
We are seeking a dynamic and experienced individual to join our team as the Chief Legal Officer and Monitoring Officer in the Corporate Services Directorate. The Chief Legal Officer will fulfil that statutory role of the Council’s Monitoring Officer and be operationally responsible for Legal Services, Democratic Services (including Elections), Scrutiny, Information Governance and the H.M. Coroner Service for Swansea and Neath Port Talbot.
 
You will also be an active member of the Council’s Corporate Management Team and be responsible for encouraging a culture that promotes the leadership values and behaviours of the Council.
 
As the Chief Legal Officer, you will provide strategic leadership, operational management, and financial control for the service area. You will be responsible for planning, developing, delivering, managing and leading the service to ensure compliance with legislation and high standards of service delivery.
 
Your role will involve defining the strategic direction of the service, developing and implementing policies, managing stakeholder relationships, and overseeing performance and quality management systems.
 
About you
To be successful in this role, you will need:
  • Substantial experience of working in legal services within Local Government with experience of undertaking Monitoring Officer functions.
  • A proven track record of senior management success ideally in the public sector.
  • Extensive knowledge and understanding of the legislative framework, policies, practices and procedures as they apply to local government and in particular to the implementation of effective governance arrangements.
  • Excellent interpersonal, communication, and presentation skills, with the ability to engage and influence a wide range of internal and external stakeholders.
  • Strong leadership abilities, with evidence of developing and managing multi-disciplinary teams and engaging staff in service improvement.
  • A relevant professional qualification either a solicitor or barrister with a minimum 5 years PQE .
