Interim Scrutiny Business Manager – Full Time – Initial Contract – South-East based Local Authority – Competitive Rate – Inside IR35 

Venn Group's specialist Public Sector Legal & Governance team are currently recruiting for a Interim Scrutiny Business Manager to join a Local Authority in the South-East of England on an initial 6-month basis. 

This is a senior Democratic Services opportunity, leading the authority's scrutiny function and providing high-level governance support within a politically sensitive environment. 

Role Details: 

Position: Locum Scrutiny Business Manager 
Working Arrangement: Full Time, hybrid working 
Duration: Until March 2027 with potential to extend 
Rate: Competitive hourly rate, dependent on experience 

Duties may include: 

  • Leading the delivery of the authority's scrutiny function 

  • Acting as the designated Statutory Scrutiny Officer 

  • Providing procedural and governance advice to Members and senior officers 

  • Supporting Scrutiny and Select Committees, including work programmes, reports and recommendations 

  • Managing the flow of business between Cabinet, Council and scrutiny functions 

  • Leading and supporting staff within Democratic Services 

  • Managing competing priorities and contributing to continuous service improvement 

  • Supporting statutory consultations and wider corporate governance requirements 

Candidate Requirements: 

  • Significant Local Government Democratic Services, Scrutiny or Governance experience 

  • Extensive committee management experience 

  • Strong knowledge of local government decision-making and the law and practice of meetings 

  • Experience working with elected Members and senior officers 

  • Strong political awareness and stakeholder management skills 

  • Previous management or leadership experience 

  • Excellent written, analytical and communication skills 

  • Ability to work autonomously within a complex political environment
