Locum Senior Governance and Committee Officer
Hourly Rate: DOE
Location: Hybrid
Duration: 3 months +
Working Arrangement: Full time
Start Date: ASAP

Reed Legal is working in partnership with a progressive Greater Manchester Local Authority to recruit a Locum Senior Governance and Committee Officer for a key assignment. This is an excellent opportunity to play a pivotal role in supporting democratic decision-making and delivering high-quality governance services.

The Role
The successful candidate will provide professional committee and constitutional support, lead service-based strategies and projects, and act as the primary contact for advice on local government decision-making.

Key Responsibilities

  • Leads and supports colleagues to ensure Committee Services meets business and organisational needs.
  • Maintains and improves key committee support systems and procedures.
  • Ensures statutory and legislative safeguarding standards are met.
  • Supports constitutional reviews and implements legislative changes.
  • Advises elected members, senior managers, and committees on decision-making.
  • Leads quality assurance activities and ensures compliance with local and legislative requirements.
  • Builds effective relationships with colleagues, stakeholders, partners, and customers.
  • Supports staff training and coaching on decision-focused procedures and practices.
  • Supports the effective operation of school appeals, including administration and clerking.

Candidate Profile
We’re seeking an experienced governance professional with:

  • Strong background in committee and constitutional services within local government.
  • Proven track record of supporting Council committees including Cabinet.
  • Excellent understanding of governance, decision-making processes, and relevant legislation.
  • Exceptional communication and organisational skills.
  • Ability to work collaboratively and flexibly across service areas.
  • Experience of clerking independent appeals including school admissions, exclusions, and licensing.
