Interim Head of Democratic Services and Elections & Monitoring Officer – 6 months – Part Time or Full Time – East Midlands
 
Position: Interim Head of Democratic Services and Elections & Monitoring Officer
Organisation: East Midlands-Based Local Authority
Duration: 6 months +
Working Pattern: Full time and part time considered (2 days per week). Predominantly remote working – attending the office preferably 1 day per week and for Cabinet Meetings when required
Rate: Dependant on experience and role applied for (either as Interim Head of Democratic Services and Elections, or Head of Democratic Services and Elections combined with the Monitoring Officer post)
 
The ideal candidate will have previous experience working within Local Government as an Interim Head of Democratic Services and/or Elections. The client has also indicated to us, that if you are at a Monitoring Officer level and possess this experience, they would be willing to consider you at a Monitoring Officer level, on either a full-time or part-time basis.
 
The successful candidate is required to understand Local Government Legal Framework including relevant policies and practice issues. You will need to have a strong drive to deliver high quality standards of service to the Council. This role offers a great opportunity to lead a Senior Leadership team and work with a wide range of stakeholders including elected members, officers, and commissioners.
 
Key Responsibilities:
  • Build and lead a team with a strong culture of excellent customer service at the core of all activities.
  • Drive high performance and accountability through effective people management and development.
  • Design and deliver services that meet the needs of the Council’s community and customers, identifying and removing barriers to ensure service excellence.
  • Manage service operations directly or through robust contract management, ensuring high-quality and efficient service delivery.
  • Represent the Council at service-specific meetings locally, regionally, and nationally.
  • Collaborate with key partners to deliver agreed outcomes that benefit the Council’s residents and business community.
  • Report to the Council and Cabinet on any proposals or decisions that may result in or risk causing illegality.
