Assistant Director of Legal and People
 

Corporate Responsibilities

People Leadership

  1. Be responsible for the direct line management of employees who report to the post holder, ensuring that matters relating to performance, attendance and discipline are addressed within agreed timescales and in accordance with Council Policies and Procedures.
  2. Ensure the timely and accurate completion of relevant electronic or paper-based records relating to the management and supervision of employees under the control of the post holder, for example time and attendance returns, return to work interviews, appraisal documentation etc.
  3. Lead the development, management and engagement of teams and through effective communication and performance management; ensure that employees under the management of the post holder:
    1. operate within the Council policies.
    2. achieve their objectives and targets in the most efficient and effective manner.
    3. work in a corporate and collaborative way with other services across all departments and directorates.
    4. purposively, efficiently and effectively work with the resources available, within the allocated time and budget.
    5. continuously develop within their area of responsibility.
    6. establish effective management of their teams.
    7. deliver the allocated services and assigned responsibilities in the most efficient, effective and equitable manner; and
    8. deliver their agreed targets.
 
  1. Participate in employee relations matters including undertaking investigations and chairing hearings relating to employment matters as required (e.g. capability, discipline, grievance) and make decisions regarding appropriate outcomes with support from HR and in compliance with the relevant legislation.
  2. Participate in the Council’s Recruitment and Selection processes as a panel member, including assisting the panel with development of person specification, identifying selection methods and adhering to advice given regarding current employment legislation and codes of practice.

Service Delivery

  1. Lead and manage the provision of comprehensive legal and employment services to the Council, undertaking legal and employment services, providing legal advice, assistance, support and advocacy across Council’s wide range of functional responsibilities, leading all employee related human resources functions and fulfilling all the statutory requirements relating to equality and inclusion legislation as well as data compliance.
  2. Lead, manage and direct services, operations, teams and employees of your department in accordance with and supporting the council’s vision, values, behaviours and priorities through the development and delivery of the key council’s strategies, business plans and delivery programmes.
  3. Working alongside the Director, advise the council at a strategic level on new developments, opportunities, regional / national policy and the implications and opportunities for the council in relation to the services for which this post is responsible.
  4. Lead and champion the council’s key commitments as identified in the Corporate, Community, Directorate and Service Business Plans Plan by providing leadership and focus within the Service
You must be a qualiffied barrister or solicitor, who holds or is entitled to hold a Practising Certificate in Northern Ireland

You must have experience in two of the following areas: 
  1. Providing general legal advice as a practicing lawyer.
  2. Compiling legal contracts and agreements and managing the process to completion.
  3. Conveyancing and dealing with any property related matters.
  4. Conducting defence of public liability, employer’s liability, or road traffic claims, in County Court or High Court.
  5. Managing the litigation process for a range of employment matters before Tribunals and providing legal advice on employment law issues.
  6. Advising, drafting, and instituting proceedings relating to the recovery of debts; and/or
  7. Preparing for and issuing proceedings in respect of breaches of legislation
The initial contract will be until the end of March 2025!
