Job Description:

Voluntary role (£500 per annum expenses)

We are looking to appoint an ‘Independent Person’ to act in a consultative role to help the City Council maintain its high ethical standards. The role will require the candidate appointed to be available for consultation if an allegation of breach of the Members Code of Conduct is received by the Council and to attend meetings, as required, of the Standards Committee to discuss wider ethical governance issues.
 
The Independent Persons Panel, of at least 2 Independent Persons, appointed under Section 28(7) of the Localism Act 2011 will also, should the circumstances arise, give advice to the full Council on any proposed dismissal of any of the following statutory Chief Officers:  The Head of Paid Service; the Chief Finance Officer (S151 Officer); the Monitoring Officer.
 
Some of the fundamental skills and qualities required of the role are the following:
  • Honesty and integrity
  • Fair mindedness and impartiality
  • Mature and sound temperament
  • Good communication skills
  • Evidence of ability to exercise sound judgement
  • Commitment and reliability
  • Interest in ethical standards
Suitable candidates for this role will ideally have experience of working at a high level or dealing with complaints or monitoring and compliance.
 
To ensure the independence of the role, anyone who is or has within the last five years been a member, co-opted member or an officer the City Council, or who is a relative or close friend of a member or co-opted member of the Council, is not eligible to apply.
