Job Description:

£85,883 - £115,826 per annum

Cheshire East is a big borough with huge potential.  Home to 400,000 people, it’s a place with fantastic assets, great connectivity and serious economic clout.  With a new Chief Executive, Leader and Deputy Leader appointed in 2024, the council is embarking on a major reset to ensure our financial sustainability and protect essential services - creating a council that is fit for the future and that can continue to deliver our ambitions for the borough.

We know we have a challenging journey ahead of us, but the building blocks are in place and we are determined to emerge as a stronger and more innovative council, with the right people and the right structure.   This includes recruiting a new Monitoring Officer, which reports directly to the Chief Executive and is a key role for the authority as we establish new ways of working.  Our Monitoring Officer will be the council’s chief governance and compliance adviser, advising the Leader, Chief Executive, Corporate Leadership Team, and Executive and political groups.

As MO you will be responsible for the effective operation of the Councillors’ Code of Conduct, and you will also provide operational and strategic leadership to Legal Services, Democratic Services and Audit and Risk – including Health and Safety, Corporate Insurance and Information Rights.

Ultimately, you will be responsible for ensuring sound democratic decision making and good and effective governance, and we are seeking an experienced senior officer who has personal credibility and a depth of political understanding.  (A relevant legal background and qualification is desirable.)  This is an opportunity to be at the heart of our new approach as we develop a strong and resilient council
